2 Clouds and darkness are around him. Righteousness and justice are the foundation of his throne.

Mystery and Justice Together Clouds and darkness surround God, yet righteousness and justice hold up His throne. These two lines are meant to be held together, not chosen between. The darkness tells us we will never master God or reduce Him to a formula we can predict. The righteousness tells us that even what we cannot see is governed by One who is perfectly good. Some fear that a hidden God might be arbitrary, ruling on a whim. This verse answers that objection directly: His throne rests on justice. Compare Deuteronomy 32:4, the Rock whose work is perfect and whose ways are just. So when His dealings puzzle you, remember the foundation you cannot see is solid.
3 A fire goes before him, and burns up his adversaries on every side.
4 His lightning lights up the world. The earth sees, and trembles.
5 The mountains melt like wax at the presence of Yahweh, at the presence of the Lord of the whole earth.
6 The heavens declare his righteousness. All the peoples have seen his glory.
7 Let all them be shamed who serve engraved images, who boast in their idols. Worship him, all you gods!
8 Zion heard and was glad. The daughters of Judah rejoiced, because of your judgments, Yahweh.
9 For you, Yahweh, are most high above all the earth. You are exalted far above all gods.
10 You who love Yahweh, hate evil. He preserves the souls of his saints. He delivers them out of the hand of the wicked.

Kept, Not Self-Guarded He preserves the souls of His saints and delivers them from the hand of the wicked. Notice who does the keeping: He does. The call to hate evil in the same verse is the response of people already loved and already preserved, never the price of it. This matters because many read a verse like this and quietly wonder whether their own vigilance is what keeps them safe. It is not. John 10:28 puts it plainly: no one snatches Christ's sheep from His hand. Your security rests on His grip, and out of that settled safety grows a life that learns to hate what harms.
11 Light is sown for the righteous, and gladness for the upright in heart.
12 Be glad in Yahweh, you righteous people! Give thanks to his holy Name.
